• FCRPS BiOp Progess Reports and Implementation Plans
     

    The federal action agencies carry out a wide range of Reasonable and Prudent Actions (RPAs) that the BiOp specifies. Implementation is based on:

     

    • Performance: the agencies rely on the best available scientific information to identify and carry out actions that are expected to provide immediate and long-term benefits to ESA-listed fish.

     

    • Accountability for results: the agencies use implementation planning and progress reporting to inform and signal appropriate adaptations or adjustments to their actions.

     

    • Adaptive management: the agencies assess the effectiveness of actions taken and modify future actions based on the new information.

     

    The RPAs take a comprehensive approach, providing listed fish with healthier places to apwn and grow as well as a safer migration path to and from the ocean. An approach that relies on hydropower operations alone will not recover the species. Many other factors have contributed to the salmon's decline, including overharvest, hatchery practices, degraded habitat, increased predators and unfavorable ocean conditions.

    2006-2007

    Annual Progess Report:   This document is the final report to the region on progress under the 2004 FCRPS BiOp.  Following extensive collaboration with the sovereigns, NOAA Fisheries issued a new FCRPS BiOp in 2008.

    2010-13 FCRPS BiOp Implementation Plan

    The Implementation Plan outlines a comprehensive program of habitat improvements, hatchery reforms and hydrosystem operations and improvements to protect Columbia and Snake river fish.

     

    The document describes how the action agencies will boost survival of Columbia Basin salmon and steelhead listed under the Endangered Species Act. 

     

    Fish passage and operational improvements at the dams remain a foundation of the agencies’ actions for listed fish. For years, the agencies have spilled water at all eight lower Snake and Columbia dams during the fish passage season to help juvenile fish move more quickly and easily past the dams.  Beginning in 2005, they extended spill through the end of August at Snake River projects.

     

    The plan also outlines a broad array of projects to improve spawning and rearing habitat for listed fish.
