Salmon and steelhead spend most of their lives in the ocean, so the conditions in the ocean are critical to their ability to survive to adulthood and return to spawn in the freshwater. Ocean temperatures and food and nutrient availability are cyclic. Human-caused factors such as climate change, pollution, and overfishing have also affected the ocean environment for salmon.

NOAA Fisheries conducts research in order to better understand the effects of the ocean on salmon survival. This research can help the federal caucus to better target the management actions for fish on the FCRPS.
